cycling_power_service_server_set_top_dead_spot_angle() function

Set the value of the crank angle measured when the value of the Instantaneous Power value becomes positive. This field will be included in the Cycling Power Measurement characteristic only if the device supports the Top and Bottom Dead Spot Angles feature.
