cycling_power_service_server_set_angle() function

Set the minimum and maximum angle of the crank measured in a single crank revolution (unit: degree). This, so called, Extreme Angles Magnitude field pair will be included in the Cycling Power Measurement characteristic only if the device supports the Extreme Angles feature.
