ble_gatts_bonding_restored() function

Called when bonding has been restored via the encryption procedure. This function: o Restores persisted CCCD entries for the connected peer. o Sends all pending notifications to the connected peer. o Sends up to one pending indication to the connected peer; schedules any remaining pending indications.
