IP_OPTIONS_ALLOWED macro

IP_OPTIONS_ALLOWED: Defines the behavior for IP options. IP_OPTIONS_ALLOWED==0: All packets with IP options are dropped. IP_OPTIONS_ALLOWED==1: IP options are allowed (but not parsed).
