The mDNS APIs are available when the mDNS support `OPENTHREAD_CONFIG_MULTICAST_DNS_ENABLE` is enabled and the `OPENTHREAD_CONFIG_MULTICAST_DNS_PUBLIC_API_ENABLE` is also enabled. Represents a request ID (`uint32_t` value) for registering a host, a service, or a key service.
