SPINEL_PROP_RCP_VERSION value

Format `U` - Read only Required capability: SPINEL_CAP_POSIX This property gives the version string of RCP (NCP in radio mode) which is being controlled by a POSIX application. It is available only in "POSIX" platform (i.e., `OPENTHREAD_PLATFORM_POSIX` is enabled).
